Letter from J. David Miller, Ph.D. (Carleton University, Canada) to Louis Gauvin of the Coalition Quebecoise pour le Control du Tabac

December 20, 2000

Dear Ms. Gauvin

Thank you for your letter of December 8, 2000 regarding my reviewing for a Philip Morris funded research program available to university researchers for some time. This program is administered independently of the company apparently as a result of one of the agreements with the US government. Along with experts from many universities, I was asked to review projects on plant biology and microbiology.

My father died of lung cancer from smoking. Indeed the day you chose to send me this letter would have been his birthday. I think everyone is aware of the tobacco industrys efforts to influence public policy and acts accordingly. Every large industry is susceptible to the criticisms that you offer.

I have not reviewed any proposals nor was it ever contemplated that I would receive any money from this program. Before your letter arrived it became clear that my skill set was not appropriate for the current needs of the program and hence I will not be involved in the future.

Sincerely

J. David Miller
